Bader is looking for INSTITUTIONAL AND COMPETITIVENESS ADVISOR
POSITION DESCRIPTION

The BADER Young Entrepreneurs Program is a non-governmental organization committed to private sector-driven economic growth. Bader members represent all elements of the Lebanese private sector and work cooperatively across all religious and political differences. Through its Program, BADER seeks to find and support excellence among Lebanon’s emerging business leaders. Through its Lebanese Business Angels initiative and the Building Blocks Fund, BADER provides access to financial resources which support emerging small businesses in important sectors. Through its interaction with Lebanese diasporas in other areas of the world, BADER seeks to harness the dynamism of those whose ties to Lebanon constitute an important resource for the country’s further development.

Founded in early 2006, BADER has focused initially on building the organization on strong organization systems and on getting its initial programs well developed.
Working with increasing confidence in principles and in its expanding support base, BADER seeks now to build its organizational capacity to contribute to development of a Lebanese business environment which will support the country’s ability to compete with increasing success in competitive world markets. To support its efforts to move in this direction, BADER will work with the Lebanese Business Linkages Initiative (LBLI), an activity funded by the US Agency for International Development, to provide support for implementation of one of that activity’s core objectives, which is aimed at improving the capacity of the private sector to drive economic growth.
BADER’s roles under the LBLI activity have been designed specifically to support implementation of LBLI activities and the further organization development of BADER as a leading private sector actor in the development of a competitive Lebanese economy.

The individual selected for this position will play a primary role in the provision of implementation support to BADER’s growth objectives. Under the direction of the Organization’s Executive Director, and working in close collaboration with the LBLI Managing Director, he or she will be responsible for the following:

In conjunction with the LBLI technical advisor, participate in an analysis of private sector frameworks and business environments which are characteristic of competitive economies; this will be a desk study carried out under terms of reference developed collaboratively between BADER and LBLI;

Using the framework provided by the Global Competitiveness Report (out of 194 countries ranked in the 2005 – 2006 report, Lebanon’s overall Global Competitiveness Ranking is 131), meet with and assess the interest of institutions, both public and private, in addressing challenges to Lebanon’s ability to increase its ranking;

Work with LBLI technical advisor to analyze results of assessment and distill findings and recommendations;

Under guidance and direction of the BADER Board and Executive Director of BADER set up a committee of BADER members to provide oversight to the competitiveness and business environment initiative

Develop terms of reference for the work of the BADER advisory committee and facilitate work of the committee as needed to support implementation of initiatives;

Under the auspices of LBLI, BADER and the Competitiveness and Business Environment Committee, arrange for a workshop to share the findings and recommendations of the analysis activities and foster discussion of steps to be taken by both public and private sector actors to develop an agenda for action with regard to the Lebanese business environment

Organize and implement activities to be carried out by BADER in support of implementation of this agenda;

Establish and maintain contact with key counterpart organizations in both the public and private sectors;

Serve as an effective representative for BADER with critical constituencies, if and as directed by the Executive Director;

In conjunction with the LBLI Managing Director, support LBLI-sponsored activities carried out with and through key business associations operating in agribusiness, tourism and ICT by attending sector strategy sessions and, if appropriate, by providing facilitation services;

Organize the implementation of BADER’s yearly Diaspora program activities;

Participate in and support BADER efforts to define and implement a Strategic Development Program to guide the further growth of the organization over the next three to five years and provide the basis for definition of an organization revenue generation strategy;

Carry out such other functions as might be required and agreed to between the Advisor and the Executive Director.


Required Qualifications

Advanced degree in business, marketing, finance, economics and 10 years of more of experience at various levels of responsibility (a BA or BS is acceptable if the experience level is higher)

Written communications ability (writing samples will be required)

Facilitation and public speaking skills, as indicated by the types of experience

Fluency in English and Arabic

Three to five references are required; references must be provided by individuals who able to speak directly to the suitability of the candidate for this position.
